The main idea of ​​the "Smart City" system is to integrate and manage all services and objects of the city in a single computerized system. Within this system, regular monitoring is carried out on all objects and data is collected. That data is analyzed, thanks to which the system is improved and becomes more effective.

As an example, let's show the situation on the roads of the city. Let's assume that on weekdays, cars move more toward the city center from 8 am to 12 am, and more in the opposite direction from 4 pm to 8 pm. The task of the system that receives information about this is to prevent possible traffic jams. To prevent traffic jams, the system adjusts the operation mode of traffic lights in certain directions and reduces congestion on the roads.

In general, the "smart" transport system is one of the most important parts of the "Smart City". The main purpose of this system is to regulate the traffic in automatic mode and fully control it. "Smart transport system" is applied in many countries of the world in different forms. In 2005, the Italian company "Autostrade per l'Italia" began to apply the "Tutor" system on the country's highways. The system calculates the average speed by collecting data from speed sensors placed on roads at 10 km intervals, chips in car registration numbers and GPS devices, and automatically fines cars that exceed the speed limit if that speed exceeds 130 km per hour (110 km/h during rain). The effect of those fines, which ranged from 145 to 1500 euros, was felt in a short time.

"Smart" transport system has been established in our capital Baku. Let's take a look at how the "Intelligent Transport Management Center" works. Radio electronic detectors located on the roads collect information about the situation here and send it to the central server. The detectors measure 3 parameters on the roads every minute: the number of cars, the speed of movement and the intensity of movement. Based on this information, the system makes certain interventions to regulate traffic. If the intervention is insufficient, the system sends information about the traffic jam to the monitors installed on the main roads and warns the cars moving towards the traffic jam. Drivers can also be aware of the situation on the roads through the "141" hotline of the Intelligent Transport Management Center, as well as through the "Baku ITS" mobile application.
